That really depends on what your code does. The only way to know this for
sure is to test it. That's what the emulator is for.

You can download android APIs till version 16 that is Jelly Beans android
4.1.
Switch to these APIs and find out that you are getting any compile errors
or not.
If you are good there then create emulators for all the versions or APIs
that you want to check your code on.

Maybe you should also try reading about PhoneGap with your existing
knowledge of Web programming, it will be a good start..
But Like others said start with basic documentation on developer.android.com
Also go through Marko Gargenta tutorials on Android on youtube

We used to have the LVL library as part of the app as a library
project, the app was built with ant and it worked up until the upgrade
to the latest version of the developer tools, now it refuses to
compile with an Invalid file issued after the Building libraries
