I apologize if this is the wrong forum in which to raise this question, but I've been unable to find a good answer or place that seemed better to ask. My question is basic: Is it prohibited or unsupported to transfer money to the users of an app within the app itself? There appear to be apps which pay users for things like completing surveys and whatnot, but as best as I can tell, these all require the user to setup separate arrangements to accept money via Paypal or only offer payment in the form of gift cards. I have found copious documentation about the variety of ways in which an app can extract money from a user, but the reverse is very difficult to find anything out about. The Android Pay documentation does have a small amount of information, but appears to be limited to awarding gift cards and even specifically mentions "manual cash disbursements" as a disallowed "financial service" to offer. Would what I have described qualify as "manual cash disbursement" and thus be prohibited? Does that prohibition go beyond Android Pay policies and extend to Google Wallet or the Play Store or other services that might enable a user to receive money from an app?
It seems to be OK, and widely documented, how a user can give money to an app maker, how a user can give money and receive money to/from other users, but how an app maker can give money to a user seems to be a missing piece of the puzzle. I'm just trying to figure out if it's just buried somewhere, or if it simply hasn't been implemented, or what.
