I don't think you can do much if users have configured their tablet to have their WiFi disconnects when the tablet is in sleep mode: No connection, no C2DM.
The best you can do is to query this 'WiFi off when device is asleep' setting (i'm not sure how, but i think it should be possible) and if this setting is on show a warning to the user that your app may function less than optimal.
