1.I don't think any version of android can support the access of sim card. 2.the patches "seek" what you found on net is developed by G&D，but right now google have no any confirm to involve the APIs into new release.Although google add them ,there will be some limits in using the APIs because of security reasons.
right now you have to reROM your android phone to use the APIs from SEEK,more details you can found there.
