Presumably iOS exposes this as an event, and he's porting an iOS app.

That still doesn't answer the question. Why do you want to notify the
app that the keyboard has been shown/hidden? What do you want the app
to do with that information?
If you can tell us the answer to these questions then I believe
someone will be able to help you accomplish wha

Yes, I did google a lot.On my initial question, I have mentioned how
it has been suggested , but it does not completely solve the problem.
Or, I should say the solution is not consistent across OS.

There is no such notification. There are workarounds out there if you
google it, but the keyboard holds a special place in android. Ie, signed.
