Strictly speaking you can launch an emulator from a remote machine
using some remote display protocol.
For example, you can 'ssh -CX user@server emulator' and if X11
forwarding is supported and your network connection has low latency
there's no noticeable difference from a local emulator. I use it
If you have emulator on your local machine you can use it even when there is
no internet connection ;)
