You were asking the same questions in three separate threads 
simultaneously. You got your answers in each thread. It is not possible 
because most likely due to privacy reasons. If Android would support such a 
feature on actual devices you could eavesdrop on conversations or 
impersonate the user and make fake calls on his or her behalf.

I also researched that topic a while ago in terms of making a "fax machine" 
app work directly on your phone. As far as I remember there seemed to be a 
hidden, undocumented API which would make that work in theory but in 
practice this functionality is switched off on actual devices, and this is 
in fact a very good thing.

The only option left to you is creating your own customized Android 
firmware that allows for doing that on devices under your control (for your 
company for example).
