I didn't receive a message about agreeing to new general terms or
conditions. Maybe that's the problem right there. Also, could my
account be suspended if I can still see and download the app from the
Market?

Maybe Google suspended your account because late reaction to changing
"general terms, conditions" I noticed couple of Weeks ago that I had to
agree to these new terms and there was a deadline for accepting these.
Maybe some one else can confirm this?
