Client: NYS OPWDD / NYS OITS Work Location: 500A Balltown Rd., Schenectady, NY 12304 Scheduled Work Hours: 40 hours per week Duration of Contract: 24 Months Rate: $55 on C2C or 1099 Visa: H1B & Above Due Date: 2/2/2021 Short description: The selected candidate will work closely with program staff and other stakeholders to define and develop requirements for new or existing information technology (IT) systems and business processes supporting OPWDD services and administrative functions. The individual will apply a wide range of specialized knowledge, skills, tools and techniques to elicit, analyze, communicate and validate requirements for changes to business systems. In addition, the selected candidate is responsible for analyze core work processes with the goal of streamlining and automation and comparing such elicited needs against the capabilities of OPWDD's current IT system portfolio. Under the direction of the Division Director, the selected candidate will also assist in managing OPWDD's IT Governance and Data Governance activities. Requested Qualification: 84 months experience working in a health care related industry (preferably in a field related to serving individuals with special needs), translating and documenting technical information for business/program consumption to ensure consistency and common understanding across stakeholder groups. 84 months experience with analysis and documentation of business systems or processes by describing relevant factors including work flow processes, data input and output activities, descriptions of data elements, and overall program goals, objectives, and external considerations such as federal and state mandates consisting of writing deliverables, business and functional requirements, as well as design, development, testing, training, and deployment plans. 36 months managing projects using a defined PM methodology. 36 months experience performing business analysis for applications developed in a Microsoft Dynamics or similar customer relationship management software environment. 36 months experience working with high level staff (division/bureau directors or higher) in the public sector,including both IT managers and administration/operations managersmaking practical use of such systems and databases. Experience must also include working with IT directors of external parties (e.g., non-for-profit service and care management agencies), who use or interface with state systems. 36 months experience in Quality Assurance including defining test plans, tracing requirements, managing defect identification and resolution.
