One of my applications will be part of the factory build. Our
application has locally cached data in tables and files.
How does android framework notify factory installed apps to perform a
reset?? Is there a standard API for this? I could not find anything
in the documentation.

From what i know regarding the Zoom II platform, not everything is
open sourced especially the codec's for images/audio/video etc. So
you need to get with TI to get you some libraries to make this work.
