for Android, during the startup and initialization, Android will scan the
devices listed in /dev/input/ and open them. So I think it shouldn't be
caused by Android.

In kernel, the input devices registered successfully will be displayed in
/dev/input. As your information output, you should check you Keypad driver
and confirm whether it is registered successfully.  what's more, your 'cat
proc/bus/input/devices' shows only input0 for touchscreen. And handlers for
kbd, mousedev, evdev are the generic high-level handler not just for your
input devices.
