Yes driver ioctls were failing. I made correction in that, now it is
showing signal strength.

maybe a bit late here... but I'm facing exactly the same issue on my JB
porting.
I'd like to understand what has been done to solve it.
What do you mean by "driver ioctls are failing"?
What have you debugged/fixed?
