I think it depends on your device.
Try booting into recovery/bootloader mode and seeing if you get an
option to wipe.
You can format the partition on the command line as usual too.

Hi,
Looks like you are using the android shell, in that case just stop
should be enough.
Basically the idea
Check out the kernel log to see if there are some errors.
You could also try to do an adb stop and manually start zygote from
a shell to see what is happening at that time.
