I was able to configure system to include rsyslog as the only syslog
service. The only problem is I cannot do that using "nice" way, but I
removed (commented out)
sources/meta-openembedded/meta-systemd/meta-oe/recipes-core/busybox/busybox_1.20.2.bbappend
and added some patches for default
Assuming I am OK with journald, busybox-syslog component is still
needed, am I right?
What I need is to set the syslog user for quota purposes and some rate
limiting. Also, I would prefer to use some rsyslog special functionality
in future, but that is not essential.

it seems a typo in reply but what is intended is to replace busybox's
syslog with rsyslog, while there is no global policy in angstrom to set
that

Busybox has a configuration file to define what is included.
Did you try to modify this?
