Govt, rebels exploring peace talks: Rights activists

KATHMANDU, March 18 : Even as fighting in the rural countryside rages on,
both the government and the rebel Maoists are testing the waters for
renewed peace negotiations, if prominent human rights activists are to be
believed. In fact, according to the Human Rights Organisation of Nepal
(HURON), both sides have asked three human rights activists to explore the
possibility of renewed talks.

At a press conference here on Monday, HURON president Sudip Pathak
announced that both the Sher Bahadur Deuba government and central leaders
of the Communist Party of Nepal (Maoist) had asked the rights activists to
build a middle ground conducive to the talks.

"We are in regular contact with both the government and the Maoists and I
am sure some breakthrough can be achieved within two weeks' time," Pathak
announced. "We are trying to open up the avenues for the peace talks."

Aside from Pathak, the three-member rights team also includes Sindhu Nath
Pyakurel, President of Nepal Bar Association and Malla K Sundar a leftist
journalist and intellectual.

The announcement that the government had asked the activists to prepare
grounds for peace talks with the rebels is in sharp contrast to what the
government has been publicly saying. Prime Minister Sher Bahadur Deuba has
repeatedly and publicly announced that his government was not interested in
holding talks with the rebels until they surrender their arms, apologise
for the violence, and agree to abide by the present constitution.

At today's press conference, HURON president Pathak said that the rights
activists had agreed to play the role of a mediator "for peace and
tranquillity in the country". He added that the three-member team had
developed about two dozen plans which could serve as "models" for a
peaceful resolution to the Maoist insurgency. However, he declined to
divulge the exact nature of the models.

"Whatever they (government and Maoists) have said, it is up to them. But
both the sides have indicated that they are for peace talks," said Pathak.

Pathak said that he held out the hope of a breakthrough in a few days'
time. He was optimistic that there would be "a statement from the Maoist
side in a few days".

Sindhu Nath Pyakurel, another member of the team, said they were in the
preliminary stage of building an environment for peace talks. "We will not
be directly involved in the talks but are trying our best to facilitate the
talks between the government and the Maoists. We are working in the
pre-negotiations phase," Pathak added.

The latest initiative, if true, comes four months after the rebels broke
off peace negotiations with the government and launched murderous raids on
government installations. That action led the government to clam down
emergency rule on November 26 last year, and send the Royal Nepal Army to
fight the rebels.
