Yes, you could make a small wrapper to forward requests to a daemon running
in a virtual machine.
Or, you could install Apertium directly on the Windows machine via Cygwin.
Either way, it requires quite a lot of knowhow to set up your own
translation service using Apertium as a backend, not just
