thats a yes on the first
and a yes on the 2nd though u dont ever upload compiled .pkg.tar.gz's to aur
just a tar.* of the PKGBUILD, .install file or other fles u think are needed
for the pkg to compile properly

The only way to upload changes for ex. on PKGBUILD
