think the maintainer IS the hold up. He has quite a lot of outdated

Is there any particular reason as to why Wget in the Extra repository
has been out of date for more than two months now (It was flagged out
of date on 15th of November, 2015)? The current version available in
the repository is 1.16.3-1. The latest version upstream is 1.17.1.

I found using --max-redirect=1000 and --trust-server-names on a wget
command line made downloads from sourceforge.net go much more smoothly.
That way, you have to get over 1000 redirects for you download to fail.
