I thought the issue was my files, but I've tried to import the samples ( python manage.py packages -o load_resources -s '../lib/python2.7/site-packages/arches_hip/source_data/sample_data/concepts/sample_authority_files/') and they are failing as well. Perhaps my installation is not good still
