There is no state transition of the user once the admin triggers a reset.
We need a handler in user portal to check whether a password reset is
needed or not for the user.

+1 to use wire frames as 'Admin Forced Password Reset' since if we use as
"Reset Password" it'll conflict with the user story which user him/her self
resetting their own password.
Shall we rename the label "Select password reset method" to something like
"How would you like to reset your password

Shall we update all the wire frames related to 'Admin Forced Password
Reset'?. Can we use 'Save' instead of 'Reset' button for 'offline password
reset option' [1] and use 'Send' for other two options, reset via link [2]
and reset via Email OTP [3]?

I guess with this option, we are forcing a user to reset his password
before the next login.
In that case, it's actually not an administrator, but a particular user who
would reset his password upon on retrieval of a reset link.
