If your email system is proxied, many external email domains will deny
access or just put them in a black hole. Your institution needs to contact
these services (Yahoo, Google, Hotmail, blah, blah , blah) and get white
listed.

Have you, or your IT staff, looked at your mail relay settings? Your relay
server might not be allowing the Ariel server to send outside the local domain.
