Couple of thoughts,

  Even if there were to be a case, the case would be against not only 
ARR but almost every top singer in the country since the onus is 
ultimately on the singer. In addition to this, I wonder who in India 
can sing the Anthem in "exactly" 52 seconds which means almost every 
other person is succeptible; even the compalinant would miss the 
target time... There was a similar issue against NR Narayana Murthy 
(that the Anthem was not actually "sung") - I am not sure what 
happened to the case ultimately.

  Thinking of these, I do not think the result would be dramatic.
