ARS 7 installation - strange issue

Hello all, I am doing an installation of ARS 7.0.1 on a fresh test server with a brand new OS - Win 2003 sp1 and SQL server 2000 SP4. But when I run the install, it tells me that it detected an existing installation and whether I want to upgrade or overwrite. Does anyone know how this could be
