We just realized that the Change Request IDs are skipping around. For
example, I was creating CRs in the 230s and then suddenly created one in the
220s. Why is this happening?

If the Change Request is in a state prior to SCHEDULED, the tasks will
stay in Staged. There is workflow that fires the tasks when the Status
is Scheduled.
This is similar to Incident requests also where a task will stay in
Staged until the Incident is set to In Progress.
