I spent the majority of yesterday trying to figure out why the approval server.
didn't receive any requests.
It turned out that the problem was the Application Dispatcher (arsvcdsp.exe)
was not being started properly.

When I Automaped the fields and unchecked the Match by ID checkbox
the filter fired sucessfully. When revert back to Match by ID I
received the same error. I need to map by id since the source forms
will be changing.

I believe Shafqat is talking about when you build a set fields action to
populate your qualification field through workflow. If you are manually
entering into that field you will not double up the double quotes.
