Warren, Depending on the number of reports and number of variables they want to search by. You can build a display only form to run reports from On the form a field to select (from a menu) pre-defined reports. And Variable fields as need (ie. Start Date, End Date, Assigned To, Category, ect...)

As far as I know and seen, Variables (Popped up) is not possible. the only way is the choose field, =; value in the form under the report console. you can create pre configured reports and put them out there on the console as a menu. There are ways to give them prebuilt Query's in the form as
