Did you check the TCP port if there is any? If it is then you need to specify
that in the developer studio login dialog.

a. You can reset the NextID in the ARSCHEMA table
b. You can adjust the max by changing the size of the Request ID field in

Yes. The SQL log shows you have reached the MAX for the Request ID
2147483640 = ID you are trying to set
2147453907 = Max Request ID allowed
