Are you using the ITSM canned application?
If you are using just custom applications you can use ARS 8.1.x or 9.1.x and
the User tool will still work.

I don't have a clue about your main question, but just for your
information: one of my clients is successfully using remedy user tool
7.6.04 against 8.1 server. But that's 100% custom app.
