The best way to do this is through the ARS: 
1. Create a new instance of ARS connected to the New (MS/SQL) DB. Feel free
to use a newer version of ARS.
2. Get a FREE copy of rrrChive from rrr.se.
3. Use rrrChive to copy ('Sync') all forms from the old server to the new. 
4. Done!

You can speed up the process by running rrrChive in multiple CMD windows;
use a separate .cfg file for each thread. Be sure the 'target' ARServer has
enough 'fast servers' available.
If you're moving a lot of data, install rrrChive on the 'source' server;
reading ('list servers') runs faster than writing.

I've let rrrChive run overnight and never had a problem (except when the
source was taken down for backups).
