I know a bunch of people have gotten this error already for a known bug
with qualifications/URLs. This is not that issue.
We have a new server on a development domain. The domain has no DNS and
is pretty restricted in usa

Server Information-> Advanced-> Default Web Path
The configured server list is what is configured in the mid-tier
configuration page under ar servers.
