You can still use the Report form to store your reports. (We found that

I only have time for a quick reply right now, but yes since we upgraded from
5.1.2 to 7.0.1P3 last June there have been issues.
We couldn't use the old user tool without causing thread storms but once
they were upgraded that went away. Eight weeks of hell since 3-4 were spent
isolating
