This is embarrassing, but I'll spill the beans anyway for the benefit of anybody who runs into a similar issue.
It seems that long ago, before I can even remember, we decided that we didn't want the general public to see the attachments on this form. So we created a special view in which the attachments were not included, that would appear whenever someone with no permissions opened the form. Both the Attachment Pool, and the individual Attachment Fields have "Public" permissions. But if somebody with no permissions opens a form, sometimes he sees a blank Attachment Pool with no fields, and other time he can't even see the Attachment Pool. If I give the user permission to one of the other groups with permissions to the attachments, then he can see them with no problem. Any idea what might be causing this?
