Do you receive Tomcat errors or does the Tomcat process just stop?
I had to increase the Memory Pool for use by tomcat, because I
received Java Heap Space errors; see this thread:

I currently have two development installations of ITSM 7 with mid-tier.
Both are running Windows Server 2003. One is 64-bit and Mid-tier is
running on Apache Tomcat 5.5 (dot-23 I think) and the other is 32-bit
running mid-tier within IIS6.
