Something that I have is a custom webpage on my MidTier that redirects based on
which incoming DNS host name the user is coming from (options are "remedy" or
the physical server hostname for I.T. staff or "help" for e
d saving. That should trigger the workflow.

As misi said you can set the home page you need in the User preference
form, but its one time activity where you need to set this parameter for
all the user's with read permission
Setting the defualt page as requestor console will make the page as default
for all.
