Make sure the fire work flow again says fire workflow on selected item
on the navigation properties tab.

If you open the properties for you navigation field, select the tab
"Navigation Items". If you want the workflow to fire every time an item
is click you need to change the default behavior of that menu choice.
The default is to not fire workflow again on click.
