My apology not to mention the Arts version. I've been using Arts v.2.2.64,
though I'm about to compile v.2.3.98 from svn/trunk (waiting for sys admin
to upgrade cmake version).
Considering actively developing package, it'd be helpful if there is an
indication of best matching versions

Looks like you're using either the stable ARTS release (the API is a dev
feature) or your development version is not updated.
You can checkout the latest development version from svn with:
