*JOB DESCRIPTION:*



The candidate will report to the Managing Director of Process Improvement
and IT of the Office of School Support Services (OSSS) and be responsible
for driving the execution of the OSSS initiatives for the Office of Pupil
Transportation. The candidate will serve as the primary business partner
for departments within the organization and will be the primary channel for
communication between these departments, supporting units and external
agencies to coordinate the execution of complex projects.



The candidate will serve as a business analyst and project manager.  As a
Business Analyst he/she must apply well-developed interpersonal and
analytic skills, knowledge of business processes and information
technology, and a deep understanding of business strategy to evaluate
problems and opportunities, elicit requirements and work with the business
team and others to define solutions.  The candidate must then be capable of
developing and driving a project plan when needed, to ensure projects are
efficiently and effectively executed.  Excellent written and oral
communication skills at all levels within the organization are essential.



Specifically, it is expected that the BA will be proficient and have
demonstrated success in the following areas:



Skills / Experience required:



•             Serve as the primary point of contact for all matters related
to assigned projects,

•             Develop business cases for projects, identifying stakeholders
and defining scope, opportunities, proposed solutions, benefits and risks;

•             Elicit, validate and document project requirements;

•             Develop functional and use case specifications, and
coordinate development of prototypes as necessary;

•             Develop test cases for projects as part of requirement
analysis and is responsible for managing user acceptance testing phase of
the project;

•             Work with stakeholders to test and validate solutions;

•             Identify and resolve project issues, problems and change
requirements;

•             Create and present project status reports and other
presentations

•             Sustained attention to detail

•             Understand the business goals, objectives and strategies of
an organization, and apply such  understanding to the design and
implementation of new business systems aligned with the business vision;

•             Identify, describe and analyze business problems, and develop
practical solutions to them;

•             Develop project business cases, identifying stakeholders and
defining scope, opportunities, proposed solutions, benefits and risks;

•             Understand project objectives and communicate them to project
stakeholders,

•             Work with business stakeholders to elicit and validate
requirements,

•             Develop project documents useful to both business
stakeholders and supporting IT personnel,

•             Manage change and issues control processes,

•             Apply risk management and estimation skills,

•             Utilize standard personal productivity software (e.g.,
Excel®, Word®, PowerPoint®, SharePoint and Project) for project planning,
control and reporting

•             Ensure that all aspects of business process documentation,
training and implementation-related change management are identified and
addressed

•             Serve as primary point of contact for all parties associated
with project execution, ensuring open communications between the business
stakeholders and supporting personnel are maintained.

•             Serve as the primary point of contact for all matters related

Preferred:

•             Knowledge of Student Transportation, general transportation
or transportation/business logistics

•             Excellent oral and written communication skills, with the
ability to communicate with stakeholders at all levels of the organization,
and across technical and non-technical disciplines;

•             Strong understanding of business concepts and practices, and
an ability to communicate them to both business and technology
professionals.
