The book on local government apparently contains a chapter flaunting the endless riches to be derived through parking control. The claim, never questioned, is that if you invest millions in parking meters and ground troops (meter maids) local merchants, residents, visitors and tourists will be only too happy to send you a weekly stipend for the privilege of spending time and money in your town.
I question the logic of this argument, no doubt perfected by the Association of Meter Makers. Might it not be and is it not logical that for a municipality to act thusly is to indebt itself to a scheme that will never break even, will do nothing to remedy a shortage of parking and will piss-off the very people you spend other untold sums attempting to attract. Asbury has an intrinsic draw that most towns can only dream of attaining, it happens, thankfully, to have an obsolete/broken/worn-out collection of parking meters; why not forego the expense and annoyance, limit street storage of vehicles by specific statute and enforcement and boldly announce to the marketplace that all are welcome, we don't want your spare change, we want your heart and soul?
