For the past 6 years this is the issue that I have been raising. 
Perhaps folks don't recognize it because the messege is delivered 
from a historical/preservation perspective.

The PLAN is inappropriate since it does not build on Asbury Park's 
economic strength. That being a destination where outside cashflow is 
deposited here by visitors.

That was the "business" of AP - Hotels, restaurants, 
entertainment...add in a museum, science center, and one or two 
classic amusements (ferris wheel/carousel/observation tower).

Those LAND USES (oh no..caps!) are what is missing from Asbury Park's 
planning. With every virtually every acre zoned for condos that 
leaves no room for a diversified economy.

An econony that would employ local folks and offer them a chance 
to "get a leg up" economically.

Appropriate Planning and Land Use is the faulure here in AP.
