On a different subject, I heard a rumour that Partners is not
negotiating with the city and in fact, has refused to meet except for
the initial meeting. The rumoured position of Partners is that it gave
the budget, plans and schedules (stretching to 2013) to the city and
that is all it is doing. It allegedly has no intention of amending the
RA and it is sticking to its plan. If this is true, it means Partners
is confident of its legal position. It also means that the city wasted
more time. Again, as I see it, the city's only alternative is to
disavow the 2002 plan by admitting that it was not legally adopted.
Let Partners deal with the 1991 plan. Let's start the games. And
before you ask, I don't reveal sources. Again, all of this is rumoured.
