It's called lighting a match under someone's butt. The Dispute 
Resolution laid more specific guidelines and Parners had to pluck down 
some cash in escrow. However, I don't know what progress people are 
talking about. While Paramount and Westminister are moving forward, no 
one, including myself had a problem with them. My peeve has always been 
Partners' obligation to restore the waterfront buildings. If it were 
totally complete today I would say very good job indeed. It has not 
even started yet. Any progress will be appreciated, but in reality, it 
should not take until 2012 to finish the pavillions. I don't think that 
date even includes the full restoration of the Casino, CH and Power 
Plant. As for private developers in this city, their progress has 
always been good. The infrastructure is moving along as it should. The 
infusion of cash was from the sale to Metro.
