I can see you've had your hand in there with the public row/front 
yards. I have only had the oportunity to look them over briefly 
although I downloaded them whent hey were first available. The public 
row and consideration of an historic preservation body with enforcement 
powers are what jumped out of me. I can't say I was displeased with 
what I saw, but then again, I did not do a real analysis of it. Start
