I don't know the law, but I've seen these signs with just Bruno & 
Sanders blacked out as well. Even though I don't support their 
slate, I support their right to advertise their slate to voters.

In my opinion, the signs are the property of AP/Action (how do you 
make that straight line???) By accepting these signs, you are 
agreeing that you support AP/Action, and agree to use your lawn for 
advertising space for them. By blacking out certain names, you are 
twisting the advertising message that they are trying to project, 
thus voiding the agreement. IMO, they have the right to take back 
their advertising, and redisplay it on someone else's property who 
will agree to show the full message.
