NEWARK — A Monmouth County developer has been indicted on charges that 
he paid former Ocean Township Mayor Terrance D. Weldon about $50,000 in 
bribes in order to help clear the way for a zoning approval.

Moshe G. Gohar, 55, surrendered to the FBI Friday morning. He has been 
indicted on charges of conspiracy, bribery and fraud, according to the 
U.S. Attorney's Office. He was scheduled to make a court appearance 
this afternoon.

The incident charges that in 2000 and 2001, Gohar conspired with Weldon 
and local powerbroker Philip Konvitz, who has now died, to pay out 
$50,000 in cash, so that Weldon would ensure that Gohar's plan to build 
75 homes on West Park Avenue and Green Grove Road would go forward.

The most serious charges, bribery, carry a possible 10-year federal 
prison sentence.
