The african americans and spanish came to town.
That was the unofficial "problem" created by free beaches.
Beach fees help the "problem".
BUT, as a merchant who sold cheap beach buckets (or gave them away
cause I hated to here someone say "you ain't getting that, shutup...)
or one who was taught early on that "people with money to spend" are
good people... the more people with money to spend, the more you make.
That, I was taught not in college, but on the boardwalk from every old
guy there was.
