GUWAHATI, Dec 11 The North East Book Fair 2007 at Sonaram HS School Field
witnessed the assemblance of a large number of readers and writers from
different parts of the region today.

I did not research on whether all other states require
one to be proficient in local language to get a job OR
whether GOA does not require that.
But GOA jobs (including APSC) are under Direct
control of GOA. Not sure what Indian Constitution has
to do in this case ?

Forget your ST/SC- you should be able to write/Read anad talk local language
