1.40 lakh aliens deported since 1971

 GUWAHATI, March 27 – More than 1.90 lakh foreign nationals, who came to Assam 
after March 25, 1971 have been detected and 1.40 lakh of them have been 
deported. This was disclosed by the Minister in charge of Assam Accord 
Implementation, Dr Bhumidhar Barman in reply to a question by Drupad Borgohain 
(CPI)in the State Assembly today. 

The Minister also admitted that the number of foreigners staying in the State 
could not be ascertained. He said that the State Government sent its views on 
providing constitutional, legal and administrative protection to the Assamese 
people twice to the Government of India- in October, 1986 and in December, 1988 
but the Assam Accord Implementation Department is not aware of the decision 
taken by the Government of India.

The Minister said that following a tripartite meeting on November 18, 2005, the 
Government of India again requested the State Government to give its view on 
the 22 proposals submitted by the All Assam StudentsÂ’ Union (AASU) for 
constitutional, legislative and administrative safeguards. Some of the 
proposals submitted by the AASU were same as the proposals sent by the State 
Government earlier, he added.

The Minister informed the House that the State Government has constituted a 
committee of Ministers to examine the issues relating to implementation of 
clause 6 of the Assam Accord including the definition of Assamese people. The 
views of the State Government would be sent to the Centre immediately after 
receiving the report of the committee, he said.

In reply to a separate question by Keshab Mahanta (AGP), Dr Barman said that 
the Government has taken all possible steps under the provisions of clause 11 
of Assam Accord to prevent foreign nationals from acquiring land in the State. 
He said that the nationality of everyone seeking to buy land is verified 
through the circle officers. He also informed the House that 471 bigha of land 
was seized from 461 foreign nationals up to March 31 last year.
