We dont supply the crude to the refineries of Assam at free of cost. We do get
some royalty out of that. The Royalty may not be par with the International
crude price. And thats make the difference.

I did a calculation of vanishing resources that has not benefited Assam
sometime back. Some are lumpsum figures. Feedback will be welcome:-

Dear All-
This gives us a lot of food for thought.
I think we should also bring in the fact that there is a huge domestic demand
and consumption within Assam and then go about computing the surplus.
To accelerate growth we can perhaps have a low tax structure for products like
ATF- Aviation
