What's in this entry:
Only Allow Raw Statistics Connections From* (allowStatConnectionsFrom)
If it is empty, you cannot connect, please enter 127.0.0.1 in there.
Also be sure you don't select:
Use https instead of http (enableWebStatSSL)
If you do, you can only connect through https://
