handle ~500-1000 queries/sec you'd need to sustain for 1,000,000 calls
per hour.
Doable with a decent budget. But check my math :).

re. 1 million MOU/month is only ~$8000 and last time
I checked with Level3 they didn't even want to talk to me under a
$25K/month commitment. Perhaps GlobalCrossing and XO have lower
commits.

What version of SPC do you use and what version of firmware? We use
4.1.15 + 5.1.5 or 5.1.7 depending on the phone.
We use SPA941/SPA921 Revision 4.1.15.
What's the exact problem you are experiencing? It doesn't provision at al
PC as well as using plain XML files
and http without problems. I don't see a "constant download" unless
you mean that each phone checks every 2 hours for a new copy of the
config, like it is told to do so.
